Upon second thought I would suggest that we'd rather make further correction to the sentence under the title "English speaking forum" to look ultimately as follows :
" For those who want to speak English " understanding that this is not a "question" but an "invitation" (or a "possibility" if you like) to participate at the forum in English or is it not ?

Strictly speaking you are right, however the subtitle of this thread serves the purpose pretty well. So it's up to you really.
